I agree wholeheartedly that most police officers can not get enough training to deal with situations that call for the use of a weapon against people (canine or sapiens), one caveat though, would be the behavioral cues the dog is getting in some circumstances are much more likely to cause aggressiveness.

Consider the smells of adreneline and fear a cop gives off combined with natural territoriality and you have a volital mix.
